Action area: strengthening of democratic institutionalization
Justification: the constitution of 1999 inserts a participation concept in the public decision making as an important component in the functioning of the State. This situation implies challenges regarding the identification of spaces and channels for participation, and the social organization to implement it. The UCAB Human Rights Center considers of particular importance to make a significant effort to facilitate discussing, reflecting, establishing bounds among the different social actors, and acquiring specific commitments that could allow us making progress at theoretical and practical levels.
Objectives:
o Promote participation on the political decision making as a means to enhance democracy.
o Promote a wide knowledge of the legal regulations in this subject and the mechanism for its application.
o Train the recipients on monitoring participation and acquiring specific initiatives for participation in the political decision making.
o Explore mechanisms to create a permanent discussion space on participation among State functionaries and civil society.
o Drive a reflection process about the law.
